We can do lot of things when area is peaceful. Engage in entrepreneurship such as buying and selling. Watching beautiful spots or go for an adventure. In order to enjoy those privileges the first question is how can we determine if an area is peaceful? What are the criteria that help us to determine it?

Criteria that assess an area is peaceful

Tip 1. Secure a Latest Crime Statistics from a Police Station.

This document holds the current record of crimes transpired within the area. The crimes recorded are categorized and as well as grouped. You can see what are the prevalent crimes, what time and day it has occurred and how many of them are solved and cleared. So ask for it for your future reference and plans.

Tip 2. Look for the most prevalent crimes

Prevalent crimes will affect on how to assess the area is peaceful. Here in the Philippines, the crimes false into these categories namely Index and Non-index crimes as categorized by Philippine National Police. Index crimes are those crimes that are heinous in nature and members of the 8 Focus Crimes. On the other hand, Non-index crimes are crimes that does not belongs to index such as but not limited to Special Laws, Presidential Decree, Reckless and Vehicular Accidents and other laws that are not mentioned in 8 Focus Crimes.

If Focus Crimes went up , it will certainly affect the location peacefulness. The area is peaceful when those heinous crime are low. Although accidents could not predicted and cannot be avoided. At least the Focus Crime is minimal for a certain period of time to indicate the area is peaceful.

Tip 3. Take note for the Time and Days which crimes happened

You must jot down the time and days in which the crimes transpired. Possibly ask for Crime Clock and Crime Days in the Police Station. The Crime Clock and Crime Days are the most detailed representation of the time and days crime happened.

Crime Clock consists of the time the crime incident happened. Its time is set to rounding method from its base hour for example a crime happened on 1:30 PM, 1:15 PM and 1:45 PM will be grouped and counted to 1:00 PM as its “Floor Time“.

For Crime Days, the crime is grouped according to what day it happened. With the result, you can analyze and evaluate what time you should go or not. You can check how many crimes happened in that area. It will tell you what are the specific crimes transpired in that area and it will greatly reduce to being a victim for such crimes. This will help you evaluate what route you will be avoiding and the area.

Tip 5: Watch out for the count of Focus Crimes

Focus crimes are those 8 Heinous Crimes namely:

  1. Murder
  2. Homicide
  3. Physical Injuries
  4. Rape
  5. Robbery
  6. Theft
  7. Carnapping
  8. Motornapping

The total number recorded for this crime will greatly affect the assessment on how peaceful is an area.

Tip 6: Evaluate the percentage of Crime Solution and Clearance efficiency

Although we cannot avoid the occurrence of crime incident in an area. It is more important to take note of how the Officers solved the case recorded. The more percentage of Crime Solution and Clearance the more good impact for the Police Station and of course the visitors.

These are the crime dispositions:

  • Crime Solved – is when the Suspect or Offender is being arrested. It is considered solved because these are the following disposition it may lead after being arrested. The case result will be either:
    • Victim refuses to file a case against the suspect;
    • Amicable Settlement;
    • Referred to other Law Enforcement Agency;
    • Filed at Prosecutors Office or Court.
  • Crime Cleared – is when the Suspect or Offender is identified and properly charged before Prosecutors Office or Court. Suspect is not arrested and currently at-large in this category.
  • Unsolved Crime – is when the crime has an Unidentified Suspect or the Suspect is identified but no proper charges filed against him or her at Prosecutors Office or Court.

There are cases that the Crime Clearance Efficiency is much greater than the Crime Solution Efficiency. The reasons is that not all Crimes Cleared are solved but All Crimes Solved are cleared.

Here are the formula of Crime Solution Efficiency and Crime Clearance Efficiency:

Crime Solution Efficiency (CSE) = (Total number of Crime Solved/Total Crime Volume) X 100

Crime Clearance Efficiency (CCE) = (Total number of Crime Cleared/Total Crime Volume) X 100

It was multiplied by 100 so that it will give a percentage result.

Tip 7. See the Total Average Monthly Crime Rate (AMCR)

This indicator tells the average crimes transpired within the month. The more average monthly crime rate meaning it is more hard to convey that the area is peaceful. Here is the formula of Average Monthly Crime Rate:

Average Monthly Crime Rate (AMCR)= (Total Crime Volume/Total Number of Months) X 100000 (Note: this is for every 100000 population)

Result of the Average Monthly Crime Rate may differ for every places. Area with population of not close to 100000 will give a higher Average Monthly Crime Rate. Does it is more advisable to multiply it with number closer to the current population of the area. This formula is a standard does it affects to area with small population density.
